Start Campus is helping to shape Portugal’s role in the new digital economy through the development of SINES DC, a 1.2 GW AI-ready data center campus in Sines — one of the largest digital infrastructure projects in Europe and a leading platform for next-generation cloud, artificial intelligence and high-performance computing (HPC) workloads. Designed from the ground up to meet the growing demands of artificial intelligence, Start Campus combines large-scale capacity with industry-leading sustainability and connectivity infrastructure.

The campus is powered by 100% renewable energy and uses innovative seawater cooling technology, designed to achieve a PUE of 1.1 and a WUE of 0.0 across the entire campus, demonstrating how digital growth and environmental responsibility can evolve together. The first facility, SIN01, is already in operation, with future phases under development to meet hyperscaler and AI demand at an unprecedented scale.

Through major international partnerships and investments — including the recent announcement with Nscale, which supports large-scale AI deployments for Microsoft — Start Campus is helping to build sovereign digital capacity for Europe, while attracting significant foreign investment to Portugal.

More broadly, we believe Portugal is uniquely positioned to become one of Europe’s leading digital economies. The country combines abundant renewable energy resources, strategic transatlantic connectivity through subsea cable ecosystems and access to a skilled, English-speaking workforce.

As AI increasingly transforms economies and industries, digital infrastructure will become as strategically important as transport or energy networks. Portugal has a unique opportunity to establish itself as an Atlantic gateway for AI and digital services, driving long-term economic growth, innovation and global competitiveness. Start Campus is proud to contribute to this transformation.
